Arizona Transportation Partnering Excellence Award: Quartzsite-Parker-Topock Highway (SR 95) Sara Park to I-40

The SR95 Roadway Improvement Project in Lake Havasu City exemplified outstanding collaboration between ADOT and Fann Contracting, showcasing how strong partnering can overcome challenges and deliver lasting benefits to the community. From the start, the team established a formal partnering charter focused on clear communication, proactive issue resolution, safety, and quality. These principles were reinforced throughout the project via weekly meetings and monthly evaluations, keeping all stakeholders aligned and engaged.
The team delivered a high-quality roadway on time and without incident, overcoming significant challenges through partnership and innovation. One major success involved addressing a long-standing safety hazard at Mockingbird Wash Bridge—originally scoped for a deck overlay. Through collaboration with Lake Havasu City and ADOT, the team redesigned the bridge approach to eliminate a dangerous drop, delivering a safer, smoother transition.
Another key achievement was managing traffic control at the critical I-40/SR95 intersection, a major route for trucks and visitors. Careful coordination allowed construction to proceed efficiently while avoiding backups and business disruption. Throughout the project, open communication and a clear escalation ladder enabled quick resolution of issues, including replacing failing cattleguards with long-term precast units and ensuring ADA compliance for sidewalk ramps at 19 intersections. Leadership on both sides drove the partnership’s success. Robert Winrow (ADOT) fostered an inclusive team environment, Ignacio Chavez (Fann) led safe and efficient
night operations, and Brett Masters (ADOT) and Alex Torres (Fann) ensured quality execution in the field. The result was 128,700 tons of asphalt placed safely and efficiently, with no public complaints—a remarkable outcome for a city-wide repaving effort on Lake Havasu’s only highway access.
Beyond technical success, the team built lasting relationships, demonstrated by letters of recommendation from ADOT and Lake Havasu City. A team BBQ celebrated the successful completion, highlighting the camaraderie that made the project a success. The SR95 Roadway Improvement Project is a model of what can be achieved through genuine partnering: a safer, higher-quality roadway that improves lives and sets a standard for future collaboration.
