Fann Contracting was recognized at the Arizona Chapter of Associated General Contractors of America (AZAGC) Annual Awards Ceremony held on Friday, January 23, 2026, for the successful completion of two fast-paced, complex infrastructure projects in Northern Arizona: 1) ADOT City of Flagstaff Fourth Street Roundabout Improvements (Cedar Avenue to Lockett Road) and 2) FAA / ADOT Grand Canyon National Park Airport Runway 3-21 Rehabilitation.
The awards included:
- Reconstruction (10 to 50 million dollars): Grand Canyon National Park Airport Runway 3-21 Rehabilitation
- New Construction (Under 10 million dollars): ADOT City of Flagstaff Fourth Street Roundabout Improvements (Cedar Avenue to Lockett Road)

Grand Canyon National Park Airport Runway 3-21 Rehabilitation
Completed in Tusayan, AZ, the Grand Canyon National Park Airport Runway 3-21 Rehabilitation was delivered under a strict 28-day runway closure to mill, repair, repave, restripe, and groove the runway in its entirety, along with a complete reconstruction of the northern taxiway cross-over and extensive electrical improvements, all completed on time to allow the runway to reopen by the required deadline. The project required precise logistics, strict closure scheduling, and contingency planning for unpredictable monsoon weather.
To maintain safety and schedule in a highly constrained airfield environment, the project team implemented innovative strategies such as an early Phase 0 work plan and the use of precast electrical foundations to position the critical rehabilitation work for success ahead of the closure period. The project was delivered on time, under budget, and with positive quality and safety outcomes, fully meeting FAA standards and owner expectations.
Owner representatives attending the awards celebration included Greg Mead of Mead and Hunt and David Reffner, Grand Canyon Airport Manager, and key project team individuals who accepted the project’s award.
ADOT City of Flagstaff Fourth Street Roundabout Improvements (Cedar Avenue to Lockett Road)
This project required the full reconstruction of a heavily traveled signalized intersection that was completely reconfigured and constructed into a modern roundabout during a quick-turn summer closure. With a middle school, an elementary charter school, and a community college located on three corners of the busy intersection, the work demanded intensive stakeholder coordination, detailed pedestrian and traffic safety planning, and a 7-day accelerated workweek schedule to ensure the roundabout could be fully reconstructed and opened while students were out for summer break.
Fann Contracting, its subcontractors, and project partners completed the work safely, to a high level of quality, on time, and under budget while adjusting to rainy monsoon weather and underground conditions that interfered with the planned schedule but were quickly overcome through effective contingency planning and additional acceleration measures that allowed the team to recapture lost time. Scope included demolition and full roadway reconstruction; upgrades to water, storm drain, and sewer utilities; installation of new curb, gutter, sidewalks, and drainage structures; traffic control features; and final paving, signing, and striping. Public communication was a major success component of the project, supported by weekly updates and targeted outreach to nearby residents and school communities.
